The
Department of Municipal Development provides staff functions for four
separate Boards: Community and Neighborhood Development, City Plan,
Zoning Board of Appeals, and Conservation Commission.
In
addition, the Department of Municipal Development may be delegated or
assigned tasks by the Mayor relative to community, economic and
neighborhood service functions. The Department of Municipal Development
reports to the office of the Mayor who has administrative supervision
and control of all activities.

Neighborhood
Stabilization Plan
New Britain, through a process of needs assessment and community
involvement has
prepared a strategy to provide its residents with a variety of gateways
to improved
neighborhoods, housing, community services, education, employment and
overall quality
of
life.

Business
Assistance Program
The purpose of this program is to provide financial assistance to
property owners and businesses in order to create or retain jobs for
low and moderate income persons; provide services to residents of low
and moderate income areas, or to eliminate or prevent conditions of
slums or blight.

Home
Ownership Program
A fixed rate second mortgage at 3% interest available to first-time
buyers purchasing any 1-6 family, owner-occupied home in New Britain.
There is no prepayment penalty. The lender is the City of New Britain,
using a portion of the HOME funds it receives from the U. S. Department
of Housing & Urban Development.

Neighborhood
Preservation Program
The Neighborhood Preservation Program provides technical and financial
assistance to property owners for residential rehabilitation.
Administered by the Commission on Community & Neighborhood
Development, this Program has helped hundred of New Britain homeowners
since its inception in 1977.

Commission on Community and Neighborhood Development
Chairperson: Alphonse Wright
The
primary function and major revenue source of the Commission on
Community and Neighborhood Development are grants from the U. S
Department of Housing and Urban Development (HUD), specifically the
Community Development Block Grant (CDBG), HOME Investment Partnerships
and Emergency Shelter Grant (ESG).
The
Commission on Community and Neighborhood Development has all the power,
duties, and authority of the following agencies: redevelopment,
economic development, community development, housing site development,
and municipal development as are set forth in the General Statutes of
the State of Connecticut.
City Plan Commission
Chairperson: Geoffrey Bray
The
City Plan Commission submits annually to the Mayor, a program of
recommended Capital Improvements to be constructed during the next
six-year period. The City Plan Commission has the sole authority to
review and approve subdivision plans. The Commission also reports to
the Zoning Committee for all matters dealing with zone changes and/or
amendments to the zoning ordinances. All public improvements are
referred to the City Plan Commission for a report.
Zoning Board of Appeals
Chairperson: Emanuele Mangiafico
The
Zoning Board of Appeals conducts public hearings on all matters dealing
with appeals from determinations of the Building Commission, variances
and special exceptions. Additionally, the ZBA conducts public hearings
for motor vehicle sales and repair location approvals.
The
planning staff provides technical and administrative assistance to the
Zoning Board of Appeals by providing reports and recommendations on all
variances, special exceptions, and state hearings regarding
automotive-oriented uses and liquor outlet locations.
Conservation Commission
Chairperson: Eileen Gorczyca
The
Conservation Commission, in addition to its other duties and function,
is authorized to act as the inland wetlands agency of the city.

Development office and are available for citizen review during normal
